According to the information available on the FRRO portal, foreign visitors must now apply for a Protected Area Permit individually before entering Nagaland. The application process can be completed online through the same website.

They are killing tourism in Nagaland with these stupid restrictions. There is no proper info about the PAP application. It is a tedious and quite complicated process that will surely discourage many prospective visitors from abroad.
Not having many other sources of income, the reduction in foreign tourists due to the difficulties in applying for a PAP will surely impact the state finances as well as those of the tourism sector.
Agreed, everyone would benefit with a more simpler permit regime!

I am a foreign visitor to Nagaland in Jan 2026. I have found the permit procedure very confusing (the information online on official websites gives very different advice and people I spoke to gave different advice with many saying no permits were needed). Do I need an inner line permit AND a Protected Area Permit? I just spent some hours getting an ILP bug maybe that was unnecessary? Then I tried to apply for the PAP but no OTP was sent to my phone so I couldn’t proceed. Very frustrating and not worth the hassle .

ILP is not needed for foreigners. You will need an PAP. As of now, you can only apply for a PAP after arriving in India.
If you are not already in India, please apply once you land here.
The online PAP procedure, though might look overwhelming, if you follow the directions mentioned on the FRRO wesite to the T, it’s actually a very simple process.

The website is not accessile from outside India. As already mentioned in this bblog post, you must apply for the PAP, only after landing in India, not before.
