Sikkim Permit Guide for Foreigners [Updated 2025]

Planning a trip to Sikkim? As a foreign traveler, there are a few essential permits you need to be aware of before you pack your bags. The state of Sikkim shares international borders with Tibet, Bhutan, and Nepal, which is why certain entry restrictions are in place.

1. Sikkim Restricted Area Permit (RAP) / Sikkim Inner Line Permit (ILP)

Whether you’re heading to Gangtok, Pelling, or any other part of Sikkim, every foreign national (including U.S. citizens) must first obtain a Restricted Area Permit (commonly referred to as RAP). This is mandatory because the entire state falls under a restricted/inner-line zone.

  • Cost: Free of charge
  • Required Documents:
    • Original passport
    • Valid Indian visa
    • Two passport-sized photos
    • Photocopies of passport and visa
  • Where to Apply:
    • Entry checkpoints like Rangpo or Melli (most common entry points between the hours of 8 am and 7:30 pm.)
    • Sikkim Tourism Offices in major Indian cities like Delhi, Kolkata, Siliguri, and Darjeeling

The process is quick—usually done on the spot at the checkpoint—allowing you to enter and explore places like Gangtok and Pelling without hassle.

2. Sikkim Protected Area Permit (PAP)

Planning to explore Sikkim’s high-altitude gems? Locations such as Tsomgo Lake, Nathu La Pass (East Sikkim), Yumthang Valley (North Sikkim), and parts of West Sikkim fall under protected zones. For these, you’ll need an additional permit called a Protected Area Permit (PAP).

  • Requirement: PAP is issued only after you’ve secured the RAP/ILP.
  • Issued By: Tourism Department or approved tour operators in Gangtok.
  • Travel Restrictions:
    • Solo foreign travelers are not allowed. You must travel in a group of two or more foreign nationals.
    • Alternatively, you can join a group tour arranged by a registered operator.

3. Guide Requirement

Even after securing the above-mentioned permit(s), some areas require you to be accompanied by a local guide. The details for the same are as below:

  • For Restricted Areas (RAP only):
    • If you’re traveling alone (without Indian companions), you may be required to hire a registered local guide.
    • If accompanied by Indian citizens, this requirement is often waived.
  • For Protected Areas (PAP):
    • Having a certified guide is mandatory for all foreign travelers, regardless of group size or companions.
    • This is to ensure safety and adherence to border area regulations.

Things to remember

When travelling to Sikkim and applying for Sikkim permits, always keep the following documents handy:

  • Always carry multiple copies of your documents; you’ll need them at checkpoints.
  • Permits are valid for 30 days and can usually be extended in Gangtok if needed.
  • Choose a trusted registered operator for PAP—this simplifies processing.
  • Indian citizens do not need RAP but may require PAP for certain high-altitude zones.

With these permits sorted, you’re all set to experience Sikkim’s serene monasteries, vibrant culture, and breathtaking Himalayan vistas.
